Give the defined user (as discussed above) full access to the "Cache" folder.
Restart IIS.
Additional Notes
Access can be controlled by Active Directory group membership and your relevant group has to have access to the database. If you need to add users to the relevant groups during this process, a restart on the Enterprise Tester application pool will be required for the user to pick up the new group security information.
